Jal Jeevan Mission

According to the guidelines published by the Central Government on 25.12.2019, the Central Government is committed to providing water to all households in rural areas of the country according to the “Har Ghar Nal Se Jal” (FHTC-Functionl Household Tap Connection) by 2024. By 2024, the main objective of Jal Jeevan Mission is to provide quality water to every rural household in the state through individual tap connections of at least 55 litres per day. Under the Jal Jeevan Mission program, water is expected to be supplied to every family in all Wadia neighborhoods of the district in the state through a phased individual tap. This is explained in the Jal Jeevan Mission Guidelines. Similarly, the annual action plans that the districts have prepared have included the work of corrective reconnection (retrofitting) for such individual faucet connections. For such villages, the following instructions are given regarding the preparation of the budget for the schemes for corrective reconnection (retrofitting).

Corrective reconnection (retrofitting)

In order to provide 55 liters of water per day per capita from schemes whose conception period or the life of the scheme has not expired and from which the water supply is currently being carried out through communal, public taps, are as follows The action is carried out.

  • In such schemes, which are capable of supplying 55 liters of water per day per capita or, in these schemes it is possible to provide 55 liters of water per day per capita by increasing pumping hours/minor improvements in pumping machinery, in such schemes individual The work of providing faucet connections should be included under the heading of corrective reconnection (retrofitting) and the work of providing individual faucet connections should be started immediately.
  • Increased internal distribution channels in the villages above, if necessary, the work should also be included in the same corrective reconnection (retrofitting).

Fifteenth Finance Commission

The central government has kept the funds provided to the Gram Panchayats under the Fifteenth Finance Commission in a limited form of 50 per cent and has instructed that it should be used mainly for drinking water and sanitation schemes. The funds distributed to the Gram Panchayats under the 15th Finance Commission are distributed by the Gram Vikas Department. The Gram Vikas Department has issued a government decision on the distribution of the funds of the 15th Finance Commission on June 29, 2020. The limited funds in this fund should be used for rural water supply scheme programmes under the Water Jeevan Mission.

The limited funds provided to the Gram Panchayats under the Fifteenth Finance Commission should be used as a priority for water supply works. Accordingly, from the funds given to the Gram Panchayats under the Fifteenth Finance Commission, only the concerned Gram Panchayats will provide 100 per cent functional domestic water connection (FHTC) until further order. To be used, the following instructions are followed when doing so.

  1. The functional domestic water connection works (FHTC) should be completed at the level of the Gram Panchayat at the level of the Executive Engineer for the corrective reconnection (retrofitting) under the Jal Jeevan Mission. Deputy Engineer, Water Supply to give technical approval to such works as the Gram Panchayat has the administrative authority to use the funds of the Finance Commission given by the Gram Vikas Department. AND SANITATION SUB-DIVISION, ZILLA PARISHAD WILL BE ABLE.
  2. In villages where there is more work (e.g. Functional domestic faucet connection works (FHTC) are to be carried out through resource development, discovery of new sources, construction of elevation/gravity ducts, water tank e). Such villages should complete the water connection works to the first 100 per cent of the houses by the 15 Finance Commission.

At a meeting of the State Cabinet on 08/07/2020, the Central Government-led Jal Jeevan Mission has been implemented in the state. According to this, the goal is to provide every family in rural areas of the state with at least 55 liters per day, quality full water through individual tap connections by 2024. The Jal Jeevan Mission 50:50 per cent will be implemented by the Centre and the State.

  • Action Plan
  • Under the Jal Jeevan Mission, drinking water will be supplied to every household through functional tap connections to provide drinking water security to every family in rural areas of the state. Drinking water quality is expected to be at least Indian standard-BIS:10500.
  • The next 4 years should be planned by conducting a baseline survey to supply water through a functional household tap connection (FHTC-Functionl Household Tap Connection) to every household in the state.
  • Under the Water Life Mission, every family should be provided with water supply through domestic tap connections by 2024. Accordingly, the Village Action Plan (VAP), District Action Plan (DAP) should be prepared. tHE Action Plan Includes Quarterly Annual Planning Of Planed Domestic Faucet onnectiom and Funds Required For It.

Implementation of Jal Jeevan Mission

The water life mission includes the following types of schemes.

  • Reformative reconnection (retrofitting) of schemes that are under way under the National Rural Drinking Water Programme (NRDWP) to functional domestic connections according to at least 55 LPCD. Also, in those villages there are stand post tap water supply schemes, in such villages, corrective reconnection of the previous schemes to provide a functional domestic tap connection from the stand post to each family/house (retrofitting).
  • Reformative retrofitting of such schemes with a minimum of 55 LPCD water supply instead of 40 LPCD in the case of completed schemes.
  • To take up own schemes in villages where there is abundant drinking water (or through other alternatives).
  • In villages where abundant groundwater (or other alternative) is available, but the water quality is not suitable, separate schemes including water purification projects should be undertaken.
  • Establishing a regional/ane village scheme (Water Grid) for villages where water supply is low.
  • Provide permanent water supply to tribal villages/villages/villages that do not have tap water supply facilities in tribal areas and provide water through functional tap connections to each house. Providing water connection from the scheme for government ashrams, subsidized ashrams, government hostels, anganwadi, etc. Also implement solar powered tap water supply scheme for single/tribal villages/villages.
